Governor Nasir El-Rufai  of Kaduna state, wrote a comprehensive letter to President Muhammadu Buhari on his performance and governance so far.

As always he made a few recommendations on steps Buhari must take.

The memo was written in 2016 but only became public knowledge on Thursday.

In the letter, the governor argued that the party, the All Progressives Congress (APC) has made the situation in Nigeria worse than it met it by failing to be proactive in taking timely decisions.

He wants Buhari to run again in 2019  so that his objectives of national restoration, economic progress and social justice can be attained

  • Restructure APC

The governor wants Buhari to restructure the ruling party to ensure the candidate selection process would not be influenced by money.

  • Conclude Saraki’s trial

The governor wants the judiciary to conclude the trial of Senate President Bukola Saraki, who he said is interested in political advancement that in commercial transactions.

  • Undo lopsided appointments

El-Rufai agrees with a lot of Nigerians that Buhari’s appointment have been lopsided and must be corrected.

  • Cut National Assembly budget to N65bn, raise VAT to 10%

El-Rufai also went for the sacred cows in the National Assembly, by asking both Buhari and the ministry of budget and national planning to reduce the budget for the chambers.

  • Merge ministries, re-visit Oronsaye's white paper

The governor wants Buhari to merge more ministries and review the modus operandi of the bloated civil service.

  • Sell Ajaokuta and Nigeria’s refineries

He want Buhari to consider the privatization of other non-productive or potentially valuable assets in government's control.

  • Give oil licence to China, India

El-Rufai also wants Nigeria’s number one citizen to offer Nigeria’s expired oil mining lease to China, India and other interested investors. He says this could raise 40 billion dollars.

  • Unify biometric captures to drive e-governance

The governor is recommending the unification of all biometric captures  to enhance E-Governance infrastructure.

  • Exploit Nollywood

El-Rufai believes Nigerian talents in the entertainment industry are wasting away, when they can be harnessed for national pride, job creation and revenue generation.
